１０月１６日に、フランスのマルセイユで第１回目のＥＵ貧困対策閣僚会議が開かれたという記事です。

>The first informal meeting of the European ministers responsible for poverty was held in Marseilles on 16 October, following on from the 7th European round table on poverty and social exclusion. This meeting was an important new initiative which should help to deliver greater political impact for the recommendations developed in the Round Table and the EU fight against poverty.

第７回欧州貧困と社会的排除円卓会議の勧告を受けてのものでしたが、

While what was behind this meeting was the stated objective of supporting the European Commission’s proposals on the active inclusion of these people who are the furthest from the labour market, the French presidency took pains to tackle the issue of targeted objectives for the reduction of poverty.

議長国フランスの数値目標を設定しようという働きかけはあんまりうまくいかなかったようです。

Although 9 countries have stated that they are in favour of these objectives, another 15 have yet to take a position and three (Germany, Luxembourg and Sweden) have come out in strong opposition, stating that it is “too early” to set these figures. Nonetheless, the French presidency has suggested that “interested states” may commit to joint work on appropriate indicators, with the support of the Social Protection Committee.

９カ国は数値目標に賛成したけど、残りの１５カ国は反対で、特にドイツやスウェーデンが時期尚早と強く反対したみたいですね。フランスは、それならやりたい国だけでやるよという姿勢のよう。

EAPN will be responding to these proposals and pressing for strong implementation and action in the December Council.

欧州反貧困ネットワークは１２月の閣僚理事会で実現することを期待している、と。

ちなみに、この団体は欧州各国の社会的ＮＧＯから構成されていますが、主として欧州委員会の補助金で運営されています。
